Global institutions reflect the world of yesterday. They seem to increasingly suffer from limited effectiveness and an outdated structure and membership. Should these institutions be changed in order to make responsible stakeholders out of emerging powers? Or are the institutions past their date of expiration, and should new institutions be set up? Multipolarity also means that regional organisations will increase in importance. Is there a zero-sum game between regionalism and global governance? How could the West go about dealing with this?

A paradoxical situation has emerged in Western society. While transnational challenges loom larger than ever, Western publics are becoming more and more isolationist. Politicians can take unpopular decisions in defiance of public opinion, but risk defeat at the ballot box. As a result of new media technologies, the relationship between the government and the governed is also changing.

Multipolarity is also challenging the spread of democratic values and ideas. Is this worrying, and will it lead to Western frustration? How to revitalize Western democracies?
